I’m told that the pro amnesty faction, especially Democrat Hispanic backers, have resisted increasing H-1B for a long time unless amnesty was in the package #leverage. It may be more fluid now after the Obama amnesty. Congress would love to increase H1-B to please the generous billionaires. It holds down wages in the U.S. and trains Indian / Chinese workers to help move more jobs offshore for really low wages. That’s what globalism & TPP are all about.
