Though would i trust Dems to write the fine print on such a deal? No. But Congress could go back to the pre-Biden rules limiting refundability, no? I believe that’s what Sen. Rubio has proposed.

McConnell mentions “work test” for CTC. Obvious basis for compromise-limit refundability:
“I’m sure there will be a debate about the enhanced portion of it,” he said, noting that Republicans have expressed “concern about the lack of a work requirement” https://t.co/drRoJ1eLr7

the costs of non-work aren’t just economic. Are big social costs–mainly isolation. Do we want to become nation of monads getting government checks? Especially acute for older people of course. Work is socializing & communitarian. Now maybe it must change to become more so. 2/2

Well-done piece tells me a) Great Resignation *is* about more than job-hopping for higher wages. Pace @DKThomp. Also reassessment of value of jobs b) government benefits–pandemic relief, SNAP and yes Child Tax Credit can tip balance to non-work. And 1/2 https://t.co/jSFSOenqof

I don’t think it’s dead either. My reference point is ’96 welfare reform –passed in summer of an election year. The difference is there was huge voter demand for wefare reform. Is there a big DEMAND for BBB? A main motive now seems to be to avoid humiliation. Guess that’s enough https://t.co/ykzDtzEMPW

Statesmanlike compromise: Extend it for 2 years but restore the de facto ‘work test’ and ‘phase’ in that were in effect under the pre-Biden Child Tax Credit (which still sent out a lot of checks). Manchin has previously advocated a work test. https://t.co/8mWOaGUCtA

Seems clear Gellman et al need some plausible constitutional theory (*not* an amendment) that would let SCOTUS cabin the discretion of state legislators over elector choice. Hope the Court buys it (possible) and does a better job exercising its power than SCOTUS in Bush v Gore /5

b) Gellman also argues for “holding Trump and his minions accountable, legally, for plotting a coup.” But he doesn’t provide evidence that Trump was behind the 1/6 violence. (Maybe 1/6 Commission will come up with it, but they haven’t yet.) He’s going to charge Trump for 2/
