OTOH, without the 60 vote threshold, a DREAM amnesty would have passed in 2010. Amnesties are irreversible–unlike, say, tax cuts. It's asymmetric warfare: The amnestiers only have to win once. If you're a restrictionist seems crazy to ditch the filibuster on immigration votes.
