Not sure “Shock & Awe” now applies to ICE. Thanks to cell phones, remember, migrants have near-perfect info. If ICE makes a big show but doesn’t deport many people, migrants will find out from their cousins, etc. Likewise if ICE quietly busts everyone in X industry, they’ll know
