Old party line: ’96 welfare reform will mean “children sleeping on grates, picked up in the morning frozen.” (Moynihan)
New party line: OK, child poverty actually plunged to record lows. But it had nothing to do with welfare reform! We swear! Here’s a study we just cooked up… https://t.co/p8J990GJst

Who are the Horton Brothers? Fetterman helped free them, then hired them. Says they were “wrongfully convicted.” Looks like that is…highly questionable. Let’s say highly questionable. There was evidence. Lots of evidence https://t.co/gT7awFj9vB https://t.co/HuUbeBo6Dj

Does Census data (used by e.g. @CenterOnBudget to tout anti-poverty impact of child tax credit) have this problem? Looks like maybe yes-it’s imputed by model https://t.co/jjyEebBxqE tho Census says it “assumes less than 100 percent take-up among potentially eligible recipients.” https://t.co/tx5cvZ4kQp

For example: “the data used to measure the antipoverty effect of the EITC is based on a tax simulation that assumes 100 percent of families receive the benefits that they are eligible for. But the real number is 78 percent.” Charlie Peters would call this Washington Make-Believe. https://t.co/5OUwMjtokE

Turns out the assumptions underlying the Child Trends study (reported in NYT https://t.co/lgIQrtS0DD) are wacky and biased–in the direction of crediting safety net aid rather than greater work and income with the decrease in child poverty. https://t.co/qi8pcYK12t

It would be nice if we could know the effect of the Child Tax Credit & EITC without using the Census’ fancy new “supplemental” poverty measure, which 1) measures inequality not poverty and 2) is so complicated it can’t be explained https://t.co/HNdY87RIsC https://t.co/pMwOlln4Uv

I think I am reading Table 10 correctly, as it regards the rise in workforce participation by single mothers without a high school degree, which is what I said. It rose 17.16 percentage points, of which 2.59 was attributed to time limits and 7.13 to work requirements. https://t.co/sG6I2EUJGl
