Under the Trump/Cotton plan, when the family-based chain backlog runs out in 5-15 years we'll have a debate about whether to really end it, shift to skills, etc. Isn't the likely outcome for Pres. K. Harris & Cong. to say "both"-ie increase immig. levels?
