Jodie Allen was a hero of welfare reform in the Carter presidency–she and a merry band at the Labor Dept. pushed the case for work, not cash, fending off HHS Secretary Joe Califano, who was lobbying Carter for a guarantee income. Neither happened, but Allen & Co.’s efforts set the stage for Bill Clinton’s work-oriented reform two decades later. She was an inspiration and a lovely person.
